I have a 1963 that I have owned since 1967. It was custom repainted in 1999 after being bead blasted to remove all the previous paint, primed & painted with a custom mix color. After all this time the left front upper portion of the fender is started to show very small bubbles. Almost appears that it has an oil type hallow surrounding the bubbles.
Question: Has anyone seen this happened, possible cause?
Looking for an excellent painter that can match the color and repaint affected area. Preferably in S.E. Michigan or I can transport if need be.

Original fiberglass. Complete body was bead blasted prior to new paint. Bubbles only appear in upper rear area on front fender just forward of windshield. continues to get worse with time.

I would agree brake fluid
You can try to bake it out - and wick it out with laq thinner and heat
But may have to grind down that area and lay new glass in
