I purchased this car off of a guy who had started sanding it, I am planning to finish prepping it over the next couple of weeks, i purchased some 220 grit blocks and plan to wet sand, from what i have read you should only go down to the black that anything lower is glass, however it looks like in 1 or 2 spots the guy took it down to glass. Should I still just take the remaining down to primer and level that out the best I can. You can see what is done in the picture. Not looking for show quality as I intend to drive this car, but this is my first time prepping and do want it to look good. You can see the light greyish, white section.

going thru somewhat the same thing on my 85. since mine's also daily driver, i'm not going overboard with the finish - single stage two tone silver works for me. without going thru all the details, the best thing to do is watch a bunch of youtube videos - search "painting c4 corvette." NO NEED TO REMOVE ALL EXISTING PAINT. if you need paint/supplies, try TCP-global (on-line), restoration shop. very good quality, reasonable prices. good luck - keep us informed.
