Im moving to california in the near future and I will need a cat. How much would bnb bullets and headers set me back?
Probably close to $2,000 unless you do the install yourself, then maybe a few hundred less than that. Depends on which headers you get. I paid around 700 for the B&B Bullets and I think $700 for OBX headers, but that was like 5 or 6 years ago. There are some good vendors selling headers and you can always keep your eye out for used Bullets in the For Sale section.
If you're moving to california and want to remain smog legal, headers are a no go as well
Don't touch a damn thing on your exhaust except catbacks. If your cats aren't oem it won't pass. Best you could do is some shorty headers only if they're carb/smog legal.

Will they improve the sound and or make it louder?

I personally have no experience with shorties, I've only ever gone from stock manifolds to long tubes on any v8 I've had. I'm sure the other (un)fortunate Cali natives could chime in though. You may gain a couple db if anything and like 10 or so hp. The stock cats do a really good job at quieting things down though. I ran with no mufflers and turn downs for over a year and aside from some slight resonance the car really wasn't that loud honestly.

You can keep your mufflers/catback. You just can't alter your cats in any way. i despise Borla so I have no idea what they sound like on a vette but I'm betting you felt like you wasted your money because they're so quiet. My dad has Borlas on his g8 and I could hardly tell a difference in volume.
If volume is you only concern then you should just go to a cat back with a bullet type muffler.
Im getting a custom exhaust done because I don't care for the corvette tax or sound of any of the off the shelf kits. I'll be running 3" dynamax 24249 mufflers as resonators, 3" xpipe, into a spintech sportsman 3000 muffler, should have all the volume I'll ever want.
Another option would be keeping your car registered in whatever state you live in now if it's an option. Then you could side step the Cali laws. Not sure why someone would want to move to Cali though lol.

Ive been in the army for the past 12 years, 8 of which were overseas but im getting medically discharged. I grew up in cali so its home. I currently live in texas. How would i go about sidestepping the registration? Its currently got texas plates.

Understandable, thanks for your service, I served 6 years myself. Anyways a lot of people have family that live in other states so they just use that states residency to register their car to avoid emissions laws and such. I've never personally done it though so I can't really help you. A little google searching should yield you some answers though.

Yeah but the issue is ill be a ca resident because ill be going to school there. Ca has some riduculous vehicle/gun laws.

Oh I know, I lived there for 8 years. Sounds like that option is off the table then. Like I said before look at some bullet style exhausts. Just be prepared for some resonance.
