It simply means you mash the gas pedal to the floor (without torquing up the engine, which you would do by holding the brake while applying some gas)
By mashing the pedal to the floor off idle like this, it cause the torque converter to immediately flash up to it's stall speed. If you torque up the engine first, it doesn't flash up to the stall speed. So in many cases you'll get a better launch by flashing the converter.
