You are correct. An 800 is 800 on ANY and EVERY body. Technically you're not getting another inch of reach although that's kind of the adopted terminology. Rick explained it well but I'll have another go at it from a different perspective.
Your lens is pointed at a subject. That subject is projected on to the sensor - which for illustration purposes we'll say is the size of a sheet of typing paper. On a crop sensor ALL the same things are happening only the sheet of typing paper (sensor) is the size of a Post-it Note so the image LOOKS bigger. (the bird closer)
Regarding the R5 in crop mode vs the R7. Rick is correct in his explanation and I'll add a small bit. The following is ultra-mega geek stuff. There is a difference in pixel density between the two cameras. The R7's is greater which means the pixels are smaller and crammed on to a smaller sensor. This is one of the reasons for the significant drop in resolution when you put the R5 in crop mode.
