I had a leak after new tires were installed. The guy didn't know how to install the TPMS. Did you check the valve stem for leaks with soapy water?

The chrome isn't what holds the air in. It's possible the aluminum has corroded and become porous.

Did you replace the entire TPMS for that wheel? You said, "small air bubbles in one place". Is that around the rim of the valve stem? That's what I had after the, tire store, screwed mine up.
