I would go from top to bottom. Saying speaker first, radio second then heater bezel last. Then put the courtesy panel or heater cover last and the trim.
Wiper transmission, defrost ducts, rear view mirror, speaker, defrost heater duct with blower motor, radio, lower fascia plate with cables installed, hook up cables ( defrost, heat, air, ) hook up blower, hook up radio/speaker, install clock, and wire , kick panel , passenger cover and grab bar after heater hose hook ups package tray .Complete (I THINK) might have missed something. Check that the cables haven't slipped off of the center spool.
You'll need a helper to push down on each shaft while you're under the dash pulling & holding the 2 cables on each side. Then the helper releases the push.
Release them while loose. The clutches should hold. Then tell the helper to push while you observe the clutch mechanism. The cables should tighten.
Other possibility is the clutches are slipping on the splined shafts. If so....not good.
