OK, so they just changed the law last year for 95 and older cars (OBD1) so that they just have to have a safety inspection. I am planning on doing an aggresive H/C package that won't pass emissions, finally, since I don't have to worry about it now.
Problem, today I hear they may change back to a dyno style emissions testing?! Would this be for 95 and older too, would I be able to pass with cats, a good tune, and some tricks? I know the State can do what they want, but this doesn't seem reasonable to me since they just changed. What about people who moded their cars etc. in the mean time, would they have to comply or would they be "grandfathered" in?

I was told by the manager at the inspection that the plans are to bring emissions test back on all of the models that qualified before last year--except with the dyno system. Of course this is still in discussion in the state legislature. He was not the only person I have heard this from. I was looking forward to picking up an '86 to heavily mod....

Not sure what you mean by "qualified before last year"? What years would be exempt?
Believe that the pre-'82 were exempt from emissions and had the safety inspection. Thing to do to protect your interest is to write your congressman. I'm trying to find out more info. I'll post what I find.
