About all that is needed to pass emmissions is the hook in to your computer and it runs it's own testing for GovCo. So, if the mods don't change the ECM read outs you're fine, I THINK.
Whenever you make modifications, even a tune, the ECM will start changing air/fuel mixture, etc and want to make sure I don't have to mess with any emissions issues.

If you don't have a CEL you should be fine with the air/fuel mixture.
However if you make changes just prior to your inspection you may show a "Not Ready" for one or more of the areas that the emissions testing equipment checks. I had this issue trying to reset parameters when I was having issues with a CEL due to my 02 sensors. After having this reset it took a few hundred miles of driving plus a number of "cycles" to stop showing "Not Ready".
Where you may have an issue is with relocating/deleting cats and/or full length headers IF the station operator catches it when doing the visual inspection.
I have full length headers...cam...high flo cats and a supercharger and I pass...but I'm not sure if the guy does the visual inspection or not so I keep going to the same guy everytime.
More Performance did some but later started going to Nick Williams in Mooresville and have stuck with him. Nick was able to take care of the CEL for me too.

SORRY, I couldn't resist. The Carolinas, North and South, are my home but I'm stuck here in South Florida. There are many laws like these STILL on the books.
Just remember that the NC Troopers are a hard-nosed, no nonsense bunch. And I say this with affection as my blood runs blue. But, those guys are all business. It's no wonder as many of them are Bragg and Lejune alums.
