I usually go to places that are inspections only (no repair) but I have no rear o2's and I only have 1 "not ready" now this is on my silverado, so generally they aren't as inquisitive as they would be on a car, but they could always slide under the truck unlike a car.

With headers and no cats you can't legally pass an inspection in Houston. hope you can find an Inspector that is either ignorant, blind or understanding.

We moved here to Houston last summer and both of our vehicles went through inspections. On both vehicles, a tech did get underneath the vehicle to visually inspect something. I didn't ask, but my assumption is that he visually inspected the exhaust system(had just plugged the scanner in). Not sure, though. This could be an issue for your cats being gone completely.
