What you posted is HTML, which is disabled from parsing inside of posts for security and reader's consideration. This is a common practice on other forums.
You can still post YouTube videos, as seen here:

Using your own example, you see the "OPTOVQFRggI" part of the URL? Insert that in between a set of [yt][/yt] tags:
[yt]OPTOVQFRggI[/yt]
to display:
