When creating a poll, you must check the "Yes, post a poll with this thread" option under the Additional options as shown below:
After you've done the above and entered in a brief body and subject for the message, submit the thread as if it were any normal thread via the Submit New Thread button.
Once you submit the thread, you'll then be given the following screen to actually enter the information for the poll:
Then do the Submit New Poll button after providing the poll information.
