If what you're referring to are the factory high-polished wheels (chrome is aftermarket), there is no simple (or cheap) solution. The wheels were clearcoated after they were polished. It seems that there is some variance in how perfectly shiny these wheels are, from a production standpoint. If it wasn't 100% (and I think few are), once it was clearcoated that's it. Only remedy is to strip the clearcoat (use paint remover) and then polish the wheel to a luster that you like. If you don't recoat, the wheel will regularly need polishing. It's also possible there is some damage to the clearcoat, and the underlying metal has dulled.
