If you're talking about a NEW replacement tank, the distributor Quanta Products recommends not painting.

If the tank is plated with a corrosion resistant material, it should not be painted. If it is bare steel, I would suggest that you paint it with zinc chromate [self-etching] primer for use on bare metal, then paint it with something that has the same appearance as the bare tank.
It makes no sense to install a new fuel tank into your car knowing that it is going to rust out later.

I had the shop put in a new tank since the rear deck and the back panel was off. ( save me the trouble of doing it myself) I thought the same thing, paint it. The corvette guy( ***** Ohara ) that owns the body shop said not to paint it, but if I wanted to, he could paint it. He's be working on vettes for over 25 years. I left it unpainted.
