From the NCRS 68-69 TIM&JG:
It's just the last (nearest the cowl) louver on each side that received semi-gloss black paint 'blackout'.
On cars with exterior black paint it appears to be body color.

For 68 and 69, the last gill on each side is not functional and are closed off. They got blacked out to give the appearance of them being open.
I don't know if black cars received the same treatment.

On black cars, the 'dummy' gill was just painted regular body color.
