From the pic I'd assume you're an L98....????A4 M6 4+3 LTX with older body conversion ???????
The biggest part to your equation is how much money do you want to spend. Increased performance = an exponential expenditure of cubic dollars.

While it seems easy enough, we don't have anywhere near enough information to answer your question. What kind of car do you have, do you define best as absolute most power or most driveability,do you need to pass emissions, is the car an auto or manual transmission, and a million other things.
In extremely broad strokes, AFR heads in my experience will make the most usable power of any out of the box head. There are exceptions (Brodix track 1 heads come to mind) but for the most part, a lot of people consider AFR heads the best.
Most consider a solid roller to be the best cam style for ultimate power production, but again peoples opinions vary. As far as cam specs or manufacturer, we'll need to know what you want out of the engine to help out.
