It is activated by the owner, you will know if you have it activated by the red LED on the radio, if it is flashing (very easy to see it) it is activated, not flashing, not activated.
I activated it on my '99, figured it couldn't hurt to have another flashing light warning of an alarm system. The only "pain" with it is after a battery disconnect, your radio will be locked and will not work again until it is un-locked. The good news is the directions to un-lock it our available in the C5 Tech Tips.
