I've been fiddling with this idea alot with my C5 and as far as my research shows, the best way to mount tweeters is along the same axis as your corrisponding woofers.
Yes putting tweeters in A-pillars or higher in the doors will raise the sound staging, but unless you raise the woofers as well, it's going to sound strange.
I'd suggest mounting the tweets with the woofers and trying to aim them at the driver/passenger respectively. I'm feeling creative and i'm going to build a custom speaker mount to correct the axis of the woofer to match the tweeter.
i mounted my tweeter to the outside rim of the woofer. worked great for me. i wish i had a pic of it. Let me try to hunt one down, a buddy took a pic of it and i'll see if he has it. i stole the idea from another speaker design.
My tweets and 4" will be installed in the OEM Frame rail location. I need to build out further then a normal 91 as my 89 does not have the speaker indents in the frame. I am also going to kick the piece out as it goes towards the firewall in order to get a better angle for on-axis response from the speakers. my 6.5" will be off-axis in the doors.
I am hoping that the speaker angle plus the 200W per side will help
