I can get to it on the screen but its greyed out and will not allow me to change it , didn't have this problem before , what gives? It even came up last time I went to map after having battery unhooked and still would not allow change? I'm stumped,:o
What exactly is greyed out, the TIME button itself or something else?
The only thing you can adjust is the hour +/-3 from pacific time. If the time button lets you in, the only 3 buttons on the time screen itself that will let you change anything are the +, -, and DST on/off.

Well like when I pull the settings, the screen with TIME is grayed out , and several other settings also. ALso when I unhooked the battery , go to map it comes up next to time setting, yet I can punch it and it will not change, its very strange. I have had the battery off several times messing with the system and was able to change it before.
See if you have a signal on the GPS antenna (pg 69 of the manual).
Have you tried to reset the entire thing (pg 75)?
I did check signal and it was good, I wll read page 75 , have the manual downloaded at work , man its strange .
I have also emailed Pioneer about this .
I've had mine not let me change a setting several times because I had something on/disabled/not set properly/whatever, but I was always able to get where I wanted to go after reading the manual (hard copy in the glove box and pdf on every computer I regularly use), but yours looks like the entire Nav feature is somehow turned off or at least very limited in what it will let you do.

Do you have one of the Nav DVD's loaded in it?
Yes the nav dvd is in , maybe I should eject it and then put it back ,I have had my battery disconected several times and it goes through the reset .
