Help: Radio interference noise + Video

Car had an aftermarket GPS tracking system ( Skypatrol ) installed. The Sky-patrol system was wired to the radio harness, along with this, it was placed under the radio causing the noise.

Two Dealerships and two shops and no one figured it out.

Sky-patrol removed and no more noise

Issue:
Interference noise during radio use at all volume levels. Sound is coming from the high infrequence 3.5 speakers located at the doors/dash. I unplugged to confirm that the noise was coming from those speakers.
No noise when the radio is off.
Things tried:
-Cell phone and Fob in different pockets
-Cell phone away from car
-Different Fobs
-Replace Stock Amp located near fuse box (dealer stated this was the problem, but wanted $500 for a new one)
-wiggled cables, unplugged/reconnected all cables that lead to radio
Will try:
A new head unit (once I find a cheap one)
I could not find another person with this issue on the forum, please help....
And yes, I tried NOT listening to "lil Wayne" and the problem still exist.

Does the noise appear with the chimes?
If yes, it's prob the amp. If no, it's prob the radio itself, but either way I would do more testing before spending a lot of money.
If you think it's the radio you can get about $20 worth of cables to make a test rig that would allow you to use an external audio source through the cars amp to verify that a new radio would fix the problem.
You do still have the stock radio and amp, right?

The amp has been replaced.
I am currently bidding in a used radio.
I was told it could be a bad/loose ground. Any idea on it's location(s)?
