Default HID troubleshooting

I don't have much experience with circuits, harnesses or wiring so I thought I'd pose the question to a more knowledgeable crowd.

The previous owner had installed an HID kit on my 99 FRC. The trouble is - sometimes only one side will fire up, forcing me to switch it on and off a few times before both of them fire up. It doesn't affect either side any more than the other so I'm not sure if the usual trouble shooting steps of switching the bulbs/balasts etc are needed... or if it is more of a voltage/relay problem. Would adding a voltage sensing relay help? or do kits normally have one built in.
