What's the easiest way to remove the rivets from the OEM radio shelf, so it can be removed or moved down?
Many different ways.
I doubt there will be agreement as to which is easier.
Two methods seem the most popular
Saw them out. This was my choice, but I also have a nice cordless reciprocating saw and the correct blades on hand.
Drill them out, but you will likely need a 90-degree drill. I tried this first but in my case, I didn't have any short bits so my 90-degree drill was useless for this task.
I do have a 90º drill, but it seemed slow going. I do have a sawzall with Torch blades. Maybe I'll try that. With the saw you basically saw the head off, cutting parallel to the surface of the shelf tab?

I placed my blade between the cage and the shelf and pushed down. Tool a bit but it did work fine
