It's held in from the bottom by 2 screws. It's easy to get to by pulling a taillight. I'd start by making sure the screws are tight. If the screws are tight, then you could probably wrap it in Dynamat or equivalent on the inside and take out the vibration. Just a thought ...
I used to have the screws come out of my 3rd brake light from the bass in the back. I have to agree with the idea of Dynamat. Also use loc-tite or silicone on the screws.

I had this problem with my licence plate. I used some strips of weather strip to isolate it from the bracket. Might work similarly for the third brake light.

I had the same problem. Sounded cheap from the outside. I took some of the "anti-vibration goop" that came with my speakers and put it on the top and bottom of the 3rd brake light. I put it up underneath so it can't be seen. You can get it in the gap around the edges pretty easily. I used the end of a tie wrap to push it in. No more vibration.
