Default Problems with PAC OEM1 adapter, please help

Hooked everything up, JVC head unti to direct control my 12 disc JVC mp3 changer in the right rear which was previously on the stock unit thru the JVC FM Modulator mounted behind the drivers seat, controls in the ashtray, it worked well, but just wasn't 100% sound I was looking for.

Anyways, got the OEM1 all hooked up, and no woofers [bose stuff], checked the input wires to the box, 2.6 Volts coming in, nothing coming out of the output side of the oem1 adapter, not on any of the pins. Sounds like a bad pac adapter????

Another curiosity, there are three plugs in our radios, one is the factory wiring harness for the 'small speakers' power etc..., the other two seem to be both for the bose, there is a 9 pin and a 4 pin, the PAC wiring only goes to four wires on the 9 pin adapter... this seems odd...... especially since by GM color coding out of the manual, the two level wires for one side are on the 9 pin and the other 2 are on the 4 pin, am I missing something here? input please...........

Or is this right and I just appear to have a bad box
