Does anyone make a good adjustable shock that's not inverted?

No - you can prob find used LGs or DRMs for that price though.
Non-adj Penske 7500s are $375 each + mounting stuff. Gary can mount them any way that you want.
I was going to use this setup before the 255 rule.

Travis,
Koni "yellows" are a very nice adjustable. They are not as sophisticated as Penskes, but then . . . . .
Not certain on current pricing, but probably right around your limit.

As you gentlemen know by now, I do not have a lot of patience for this give-a-point-take-away-a-couple-points nonsense, but in this case I can not refrain from asking: What in the world is the reasoning behind this particular penalty?
Insight anyone?

The older Koni 3013s weren't inverted. Perhaps they can still be found in someone's slow moving stock or through ebay or the like.
BTW, I was able to buy a set of used Penske 7500s well under $1k. The secondary market can be your friend, but like everything, buyer beware.

I had been trying to find a set of non adjustable inverted shocks as well and pretty much gave up. As acrace said above the older Koni Red was adjustable and non inverted, but was discontinued a couple years ago. There is an ongoing auction on ebay for 3 brand new Koni Reds (missing 1 rear shock).

Now one thing to consider about the Koni Reds. They are longer than the Koni Sport Yellow by approximately an inch. So if you lower your car much you are going to be hitting the bump stops.
I decided that I'm going to get a set of Bilstein sports and have Bilstein revalve them for a total cost of around $650 including the revalve. Just buy the shocks (eshocks.com) and send them to Bilstein. Tell Bilstein all the info about your car and what your intended application is (autocross, HPDE, etc.) and that you want digressive valving. You will end up with one of the best non adjustable shocks under $1k.

The next calss up is ST2/TTS which is the same power/weight rules, but unlimited modding. But to fully prep a ST2/TTS car you need to spend a lot more money.
I'm currently considering my options in light of the new 255 tire points change:
1. Take off my spoiler and T1 bars and run 275s and stay PTA/TTA
2. Run 245s, leave my car as it currently is, spend 3 more points that I get for running even smaller tires.
3. Just say screw it and run TTS/ST2 with a half-developed car.

Bought them back in '06 from ATI and Tire Rack. Single adjustable - rebound. What was interesting was that, for the rears, at low velocities, there was virtually no difference in rebound force under (approx) 2 in/sec. I checked four shocks, from two different vendors, and they were all that way (and the curves were virtually identical).
I wound up using them for a few autocrosses in the summer of '06 and then decided to take them off. Lots of internal gas pressure which raised the ride height of my C5 Z06 by approx 10 mm. Hence the thought of de-gassing them.
The Bilstein guys are good at custom building shocks, although it has been a long time since I've gone this route, but this may be the most practical.

i was amazed at how consistent the car stays on the penske's through a race. their lighter viscosity fluid (there's a coupla three options) will stay more consistent but will need to be changed more often. if you have the points to spend on them, they are a great racing shock. inverting them saves about 2.5 lb of unsprung per corner.

acrace,
Have you read this website?

There are several pages on shocks and one of the things discussed was degassing.
