Default 63 Brake problems

I'm bring back to life a 63 and just finished redoing the drum brakes and wheel cylinders. I've bled the system twice and still have pedal to the floor. I noticed the master cylinder has a bleeder on it and tried bleeding that but all I get is constant air bubbles which won't clear. I noticed inside the car the rubber boot which covers the master cylinder shaft is torn and there is very slight brake fluid weepage by the boot. There are no leaks anywhere else in the system, so should replacement of my master cylinder solve my problem and give me back brakes and a hard pedal? When I got the car the brakes didn't work and the master cylinder was empty.

Sounds like your piston seal is leaking in the mc. Pull it, refurb it, bench bleed it and re-install. Bleed your brake system one more time and you should be good to go.
