Default '64 rear bumper help

just had my car repainted and am having trouble putting the rear bumpers back on. i put the rear apron on first and have a heck of a time getting at the holes for yhe bumper bolts. someone told me to put the apron on last? the hole locations for the bumper haven't changed but even with playing around with different shims it's hard to get the bumpers to fit from end to end without a lot of gap at one end and snug at the other end. are one of the attaching brackets on the car adjustable?

Take the apron, aka rear valence back off. Gives you lots more room to get the bolts in and adjust the braces. If you didn't change the braces, the bumpers should bolt right back on. Chuck

I just took my bumpers/brackets off and had seven shims on the left rear by the license area hole and none on the other. Take the valence off and use as many shims as you need to make the bracket meet the fiberglass of the car body.
