My '64 had a mako shark conversion on the front end prior to me purchasing it.. there are a number of issues with the front fender surround, including missing turn signal housings, glassed over headlights area, cracking paint, chipped fiberglass..
I'm looking at just getting the mid-america 1 piece molded fender surround.. can't afford to get into the expense of restoring pop up headlights since I don't have any of the parts and would have to buy everything..
Question, can I get just the headlight covers so that it "looks" original with covers in the fixed closed position? Realizing I'd have to fab a bracket or something to hold them in place..
New covers can be bought. LICS has them for $220 each but you might do better finding some used ones if you're lucky. Other suppliers probably carry them too but I'm not able to check right now. Good luck with the change.

63 only had the fiberglass cover. What I would do is, just lay in glass and make a false cover, then cut the grooves in for the look. Simpler and a heck of a lot cheaper.
