The guy who owns the 62 I'm doing has bought 4 or 5 cars from Frank, the 62 I told to walk away from but he had to have it

The other cars were all as represented, no problems.

Never dealt with F&A yet but I am familiar with sales tax and property tax in Rhode Island and I see that you are from NC so check with them if you are concerned.
Until it is changed, any vehicle over 25 y/o is valued at $500 for town tax purposes only. As far as sales taxes; 7%. If it is purchased from a licensed auto dealer the price on the BOS is taxable. If it is a private purchase, bring your house deed. No matter what the private BOS states, Rhode Island's computer has a "Book Value" that you must pay on and it is not cheap. You can challenge it but I don't know anyone yet who has received a return. Not sure what NC does.

In Dare County where I live in NC my '65 Vette I just got June '08 was valued by the DMV at $12,760. Co tax will differ I'm sure but I only pay $46.26 a year for property/car tax.
