Pcv?
The road draft tube is pretty ineffectual until a certain speed is reached and has the side effect of occasionally 'puking' oil from the car. In any event a 'hose' hanging from the crankcase hole is clearly wrong and probably trouble waiting to happen. I'd either get the correct road draft tube or go PCV.

If you get one don't forget to order the rubber insert that holds the plug wires in the attached metal loom holder.
If you are going PCV and don't already have the PCV crankcase adapter (see picture) then a rubber grommet system is available that works just fine. (In fact I have one you can have if you want it.)
The original adapters are not reproduced and are expensive if you can even find an original (like $50-$75). Folks will tell you they are laying around old junkyards like acorns and that's BS...I looked.
Also if your road draft tube is missing then your plug wires may be hanging loose on that side as the wire loom is brazed to the road draft tube. So you should fix that (second picture)...
If you go PCV you will need a vented oil fill cap and the Standard S-100 or Fram FV-100 PCV valves work fine on these motors.
