splash pan bracket
I need the bracket that appears to either attach to or mount in front of the gas pedal bolts and holds the front of the splash pan in place.

I think the bracket you are looking for is in the Long Island Corvette Supply catalog, Section 26 #31B "Splash Shield & Accel Pedal Bracket Lh" for 64-67. You can find them online at www.licorvette.com.
