Default "body bleed"

Here goes...car was painted about 18 months ago in b/c c/c. On the top of the left fender/surround panel the paint is bubbling in a localized area about 12" in front of the lower windshield mldg, adjacent to the master cylinder. There are about 6 spots where the paint is lifting and appears to be bleeding an oily substance. Obviously the fiberglass is contaminated at that point. Looking for a "local fix" not interested in replacing front clips, upper surrounds, slices etc etc. Thoughts please??

someone spilled brake fluid on your fender. do some searching, there have been many topics on how to fix it

I will second Nowhere Man's diagnosis. The black '59 I had had the same thing. Very small pin head size spots showing up next to the master cylinder.
