Are C2 front bumpers supposed to be level or dip down in the center?
Mine drop in the center and I see many just like mine. I also see many that are level with the front body lines. In going through old pics it looks like many cars had one side level and the other side dip some. This could be a picture angle though.
I believe they should be level with the body lines. I recently took the incorrect 66 grille off my 65 and put the right one on. There are many bolts that hold the front bumpers on. I think the best way to align them is to get them close and leave all the bolts just snug. Manipulate the bumpers till you think you have them just right, then tighten the bolts. They will probably not look right anymore. Keep tweaking them till they are where you like them. Adjust, tighten, repeat. It is a very exasperating experience.
The bumpers are supposed to be level and parrallel with the front body peak line.
If you look at pictures from a front 3/4 view, the bumpers will often appear to wing up on the O/B ends.
Fitting them to design could be a real pain if the bumpers, braces or frame is bent and/or your body has gone through a poor repair from collision damage.
I would suggest you loosen all the bumper bolts then clamp a straight edge across the tops of the bumpers and get them level with the body and see whatcha' got.

they left the factory level. Sometimes brackets get tweeked in front end collisions. Assuming all brackets are straight, loosen all the bracket bolts, and try to align straight before retightening all. Also, to raise middle of bumpers a bit to reach more level, you can place shims under the lower brackets attached to the rear bottom of front frame cross member that the bumperette extensions attach to. This will make those brackets angle slightly higher in the front and raise the middle of the bumpers a scoash.
The first thing to check is to make sure all of the mounting brackets are welded in the appropriate location. I have gone through two and a half sets of bumpers before I found a couple that are close. The ones I have on the car now match on the fender and brackets but they do not match on the license bar. I can only get one bolt per side on the bar. Getting the bumpers level is frustrating but worth it if you can get it done.
Don't mind the tools and the messy, unfinished garage and cap. Here's photo of mine when I was working on them.
Are your bumpers aftermarket or OEM? most front aftermarket c-2 bumpers have the brackets welded on incorrectly, requiring a lot of extra tweaking of brackets and enlarging of bolt holes to get them to hang straight.
