I would like to thank everyone for their fantastic input I guess I will remain baffled about this block. I may rebuild it and install it in my New to me 64 coupe. Hope to pick it up today. It will at least be a period correct engine.
thank all for your help with this

Since you know from the block casting number that it is a 327 made from 64 to 67, for all we know the "C" could mean "Checker", as in Checker Cabs from that era.

Even the early Avanti II used a 327.

Good luck,

Usually The third letter in the suffix code in the 60's designated the type of carb. So I would think C is for a carter carb but not sure.

Do you see any indication that this engine has ever been any color other than black?

I suspect that this is a marine application engine. Check marine application engines typically used three character engine suffix codes when the car engines used two character codes.

The marine application engines I am familiar with usually start with a digit between 0-9, but this could be just a varaition of a marine application engine.
