My drivers side window including vent window / frame is slightly angled out from the a pillar, maybe a quarter inch or so at the top. I've been told that this can be adjusted by removing door panel and making adj from there ?

The Chassis Service Manual for your year will have the information you need. It’s in Section 1B, Corvette Body – Doors – Adjustments - Door Window and Vent.
Does the same offset/gap exist when the top is down? My vent window frames push out a little when the top is up, but when the top is down they are nearly perfectly aligned. I removed the door panels when I re-chromed my vent window frames and adjusted them accordingly, but the convertible top bumps them out a bit at the top when it's up. I'm not sure if that's typical on all roadsters, but that's how it is on my car.
