"RE" engine stamp

"RE" engine stamp
What is the significance of an "F0404RE" block without a VIN serial preceding? Was this an over the counter replacement block from a Chevy dealer or was it from a GM product that didn't use VIN preceding like Corvettes?

If the block was stamped F0404RE without a VIN stamp, it would have been a complete engine assembly that would have been available through the GM parts system on special order during that model year only.
The RE code stamp would indicate it was a 340 or 365 HP engine for a 62-64 Corvette.
Partial (short block) engines at that time had no stamp at all.

Or it could be a pass car block. Some engines (250 hp?) had a suffix with just an "R" and some people like to stamp an "E" after the "R" to fool a few people in to paying much more.
