62 VIN plate on steering column ??

I've always been to the school of, do not temper with vin tag, but you gotta do what you gotta do. In KY, they do not care where the tag is as long as it is on the car somewhere. Seems odd though that people say do not move it but you can cut the steering column where it is attached to and move column.. What prevents someone from cutting column with tag and installing in another car. Is that legal.

That is my theory, no tampering with the VIN tag in Az
