Car was "Junked" in Iowa 1990. Center punched front end.

Junkyards were required by law to send the titles to cars that they crushed back to the state. I don't know if the title to your car that was resurrected would have had a title to pass and it may have been sent to the state of Iowa as a junked car.
Simply apply for a new title at the DMV. You need to sign a 'statement of facts' that the title was lost, and present a bill of sale. The car will need to have the VIN verified at the DMV and with a bill of sale, you will be issued a new title. If there are records that the car was junked out of state, you will be issued a salvage title. But it is unlikely that out of state records 18 years old are available, so, with a bill of sale, you should be good to go with a new clean title. Good luck, and keep us posted.
