I'm not an expert but it looks like a tach drive distributor shaft with electronic pickup reluctor. Maybe it's for an MSD 8572?

Looks darn similar to the setup I have in my '69. Mine is a Hays (the clutch people) distributor conversion kit that used a reluctor wheel like that (that pressed over the points cam), along with a Chrysler-like pickup coil.

Stone reliable distributor conversion kit. I wish they still made them.
