Be advised you probably will not get much farther than you are now, through those channels. All the privacy stuff these days does not distinguish between identity theft, and honest legitimate reasons to find information. They just say no. On the other hand, you at least have it narrowed down to this state and maybe someone on here will recognize the car if a friend bought one about that date. Of course it may be a different color etc by now.

That's exactly my thoughts when I saw NY DMV. I suspect it's still in the same region from it's history, so now what to do.

National Motor Vehicle Title Information System is a national database owned by the Department of Justice. It is administered by companies that have contracted with the DOJ.
All VIN related transactions sine 1 Jan 2010 MUST be reported by the 50 states and DC to the NMVTIS.
Unfortunately, the most info that normal users can get from NMVTIS is the state the car is registered / titled in, and the date this this occurred. If you have a legal reason for needing further information, the you can get the owners's information, but you reason MUST be valid and legal.
Since you know know what state the car is in, google all of the Corvette clubs in that state, and send them an email asking if anyone in their organization knows the car or the owner. Be sure to explain your reasons for asking. Many old cars have been located using this method. Good luck.

You can go around the "rules".
Two ways I can think of to get the current owner on record.
One is thru a car dealer, The are able to run the VIN for lien holders and current owners for transaction reasons.
Auto shops, (that's me) Several times we have had to contact the lien holders for abandon vehicles. We go to one of those title transfer places and they run the VIN for us so we can contact the lien holders and send them notice that the vehicle is here.
