The amount of shims were placed per side was based on what the assembly line worker deemed necessary to make the radiator support fit between the inside fenders properly. They were not welded on my original '67 and doubt that any other year were welded. Dennis
There may be some confusion in the question/answers. The side shims were not spot welded. The lower shims were spot welded to the frame horns on all C-2's.

Plus, the frame shim count (including the front frame horns) was determined long before body drop.
And I have seen different amount of shims on each side on the same car also.. So they were not always the same amount...it can vary. And as previously stated...they were welded in.

The front gauge hole in the frame is the vertical line that roughly intersects the engine mount frame extensions. That is the "0" height at the front of the frame. Any error in the frame height going forward would be corrected by an appropriate sized shim stack in relation to that "0" point. A difference in shim height would be expected..
The only frame dimensions I'm familiar with in that area was plus/minus about a 1/4". I have no idea what the midyear frame tolerance is.
I have my car torn down to the frame. My shims on the front frame horns are tack welded on. Let me know if you would like a picture. They are the same on both sides on my car. A June 67' build date.
