Not much prep required just clean it off well with Simple Green or the like, rinse and let dry...."mist" 2-3 coats of paint on from a good distance and you should be fine. When installing lay some wax paper on the grill (so the fresh paint stays intact) and a heavy book on top of that to hold the grill while you get the under-dash speed nuts started on...
Wouldn't hurt - I've never done it though.....main thing is not to glob on the primer/paint to the point you turn your speaker grill holes into a solid wall...
It's such a handy place to put stuff but remember, once it's done and installed in your car, don't place anything metal on the grill like keys or sunglasses. Better yet, never put anything on the grill. That will keep it looking like new for years and years.

Wow - I just scuffed up my grill with a Scotch Bright and shot it with some Corvette America 63 red paint, still looks good 4 years later...:and I set stuff on it all the time
