Sometimes the gauge will jam in that position and you can rap on the bottom of the dash under the gauge with a screwdriver handle and it will return to center. If not, I’m betting it is the gauge that is faulty not the wiring or charging circuit.
Yes. You have to lower the steering mast jacket a bit and slide the cluster forward on some 1/4 by 20 all thread and IIRC remove some items on the lower dash. Maybe the headlight switch or headlight bucket rollover switch. It’s should be apparent what needs to move once you’re in there.
I don't think it can be removed without dropping the instrument panel. I just did mine on a '67. I procrastinated for 2 weeks and then finally took the instrument panel out. Not that big of a deal! However, you should disconnect the negative from the battery ( I took the positive off also) drop the steering column, get 5 long 1/4 - 20 bolts that go into the place of the screws of the panel that let you move the panel out a couple of inches. Take your time and undo the speedo, tach, and then the wires from the gauges and the lights. Be careful with the fitting on the oil pressure gauge, the nut is very soft! If you don't label the wires, the Corvette Assembly manual had all of the correct wire sizes and colors for my car.
If the screw driver action doesn't work, you will probably have to change the gauge.

Don’t beat yourself up too much and feel too bad - the guys from Enron thought they were the smartest guys in the room too!
I would suggest looking for better references than Rumsfeld and Kung Fu tho......
