I believe it goes to the parking brake switch............ emergency brake warning light. Hook it up to the spade on the e brake and when it is engaged, there should be a warning light that flashes BRAKE behind a red lens in your dash cluster.

The parking brake switch wire should be tan. Or on a 63, could be black. Before you connect that green wire to a parking brake switch (which is ground), check to see what isn't working. The temp gauge uses a green wire, and the dimmer switch to the headlight switch is green, and possibly the fuel gauge wire, 63 is a little strange in things like that. The old 63 diagram shows a light green wire going to one side of the fuel gauge, and one side of the temp gauge. The other wire on the temp gauge shows dark green in the diagram.
