Ken - Welcome to the Corvette Forum. If you're seeing overheating at low speeds or just idling, doesn't sound like there's enough airflow. First off, have you verified the temps with an IR gun or is this just based on what the dash gauge is telling you?
Reason I ask that is due to so many over the counter sending units not being that accurate.

Is the distributor being used one with a VAC or without? At idle when overheating what is the temperature of the middle ports on the exhaust manifold ? Possible retarted idle timing. As Mike T sez it could be insufficient airflow ( defective fan clutch) At idle put a wet towel in front of the radiator and see how much force the towel is pushed in.

Cool on highway---hot at idle = not enough flow through rad core. Fan, fan clutch or shroud issue, usually. Retarded timing will cause hot temps at all times. You need to move more air though the rad at low speed. That takes a good shrouded fan spinning at the right speed.

This happens all the time. I don't understand why guys almost always say "overheats" instead of providing actual temperature data. Few problems can be solved by generalities. It takes NUMBERS WITH CONTEXT, like what driving conditions produce what typical temperatures.
