Default headlight questions

Here is the thing. As I understand it the LIGHTS telltale lamp on the dashboard should be lit when the headlights are on and both headlight buckets are not rotated all the way open. On my 1966 the light lights up when the lights are on UNLESS the headlight buckets are all the way closed. As soon as they start to open the light comes on and stays on even when they are locked all the way open. If the circuit diagram in the manual is correct these are normally closed contacts that open when the the buckets are all the way open. How is this even possible? Is it opposite day or what?
Next question I have is how much play is normal in the buckets. When they are all the way up they are solid, and when they are all the way down they are solid, if you rotate them halfway they buckets can be easily rotated by hand about inch in either direction. Is this normal?
These are a bit difficult to get to, I have read her that you can get to them by over rotating the hood, I have AC and if you over rotate the hood it hits the receiver.
The drivers side sometimes only rotates open both an inch. if you move it by hand it will start to work. After that it will work fine every time. Before on the forum most folks thought it was the gear. Now I'm not so sure.
Where so I go from here?

Don't have a pic handy, but your tattletale light switches are in the wrong position on the bearing bracket. The switches are supposed to be in the opening that depresses the switches when the Y stops reach full open. You have them in the opening where the get depressed when the Y stops hit full closed.

A bit of slop in the buckets when they're not all the way open or closed is normal. How much is too much I can't tell. The final drive gears that actually rotate the bucket shafts do tend to wear out quickly. If those are on the way out, you may have the buckets stop moving before they open or close fully.

Thanks. Im pulling the motors to have a look and rebuild them. I would not have thought that the switches can be mounted wrong. On my car I have to pull the hood the get to them, I just put it back on after the aux fan install. I can't raise it to vertical, It is a factory air car and the hood hit the receiver.
