From the lack of really good pictures I am going to guess it’s just a mistake done at St. Louis when the tag was stamped While rare tag errors did occur. A clear picture of the tag showing the rivets would help immensely here. I am guessing you don’t have the original POP. or any other real docs
Ricks 327, made a mistake, THE VIN. #BY GLOVE BOX 194676S127042 . THE REG#ON MY WINDSHIELD 19467S127042. SO IT IS MISSING THE 6, I JUST WONDER WHY THIS WOULD BE
The number on the windshield was added by someone after the car was sold by the dealer. That was sometimes done back then to discourage theft. It appears someone made a typo on the windshield.

Are you talking about your license plate registration sticker?? If so, the state that issued the sticker screwed up. What's the VIN# on your actual title?? At least the VIN tag under the glove box sounds correct...still haven't seen a picture.

Now it's a mess. NMVTIS has a car registered as 19467S127042. NMVTIS does NOT have a car registered as 194676S127042. The vin tag beneath the glove box is 194676s127042. The windshield shows 19467s127042. What does your title show?

I agree. No governmental agency etched the VIN onto the windshield that made it an official VIN. Back in the day AAA would do it as a courtesy for their members.
If the VIN numbers on the tag under the glove box matches the VIN on the title, you are good to go.
Some dealers and auto glass suppliers offered this service back many (many) years ago. Obviously was sold as theft deterrent. Went out of fashion years ago and no one cared.
Either my 1978 Z/28 or 1987 Corvette Z51 was offered this from the dealer for extra $$$. Can't remember anymore.
What confused me is that I have never lived in a state that did this or heard of anyone etching the vin in the windshield. That's ridiculous.
Jack,
Unfortunately, we don't know that that's the case. OP doesn't state that or anything else specifically. I asked if he meant a vehicle registration sticker in the windshield and have yet to get a response on that or what's actually on the title. It's like pulling teeth getting clear info from the OP.

yes ny state vehicle registration does not match the one under the glove box

What number does the TITLE show? Not the registration, theTITLE. If the title is correct, you can correct the registration. If the title is wrong, you're going to have to do some dancing.
I'm going to make a few guesses.
The only thing right number-wise is the vin tag below the glove box.
Bill is from New York, which issues a registration sticker that gets put on the windshield. That sticker is missing the 6.
The title is probably wrong because the car shows up in NMVTIS missing the 6.
I don't know how this would get straightened out. Maybe Bill should start by paying for an NMVTIS report to see where and when the number may have been mixed up and where the car has been. How long has the car been in New York. How long has it been in NMVTIS. How long has Bill owned it.
If New York doesn't have titles for cars prior to 1972, what is in NMVTIS if not a title. It may have come from a state that does have titles.

A simple picture of the VIN tag attached to the Z-bar below the glove box and a picture of the title or whatever New York uses for official proof of ownership would resolve a lot of confusion. Until that happens, I'm out.
Cracking up watching everyone try and help this guy, who clearly doesn't know how to post a picture.
That said, I had this happen to me one time in MA. The "S" was listed as a "5" on the title. An inspection by a Statie and filled out a form and back to the registry and I was on my way.
