When installing a big block with a 4 speed,can the shifter and rods (Hurst) be bolted to the trans?...minus the stick

Yes, absolutely. Here's mine with Hurst and rods about to go in. The towel taped around the shifter is to protect the shifter and the tunnel insulation.
Edited to add: Without the tilter I don't think we could have done it this way; the precision of the tilter was paramount to being able to ease it into position with the shifter installed.
