Choke Plate
It's a list # 3140-1 (4150).
The carb currently has no choke on it of any type, and I would like to put some type of choke on it, but there is no choke plate and not choke mechanism of any type on it.
I can probably fix you up with the parts you need, but I'm unclear where you're headed. Your earlier thread mentioned buying a new replacement Holley. Now it sounds like you are repairing the Holley you already own.
The choke flapper plate and shaft are common to most Holleys. The other choke parts vary quite a bit with the particular model. I think your carb originally had a divorced mechanical choke and fast idle mechanism with a vacuum pull-off. If you will e-mail a digital photo of the passenger side of your carburetor, I will try to confirm this.
If your current intake manifold doesn't have a choke stove pit for a bimetallic coil, you can convert your carburetor to an electric choke and fast idle mechanism. However, the Holley electric choke kit doesn't come with everything needed if your carburetor is 100% chokeless now.
Another option is a mechanical choke. This too is available in a partial Holley kit.

Holley metioned the following:
45-457 Shaft, 45-458 Plate, and 45-224 Electric Choke. He said this would get me all the parts I need to have electric choke.
The intake does not have any type of fitting fot he choke on it.
Also, he said a list 3140-1 is a standard 4150 and the choke kit above would be all the parts.
So, based on what the Holley tech said, I just need to get my hands on the plate and shaft.
