IMO, do it right the first time by rechroming the bumpers or buy some repros. They look good and will last alot longer then chrome paint.... and save yourself some aggrevation down the road...

My experience is that a car cover will not really work for continued exposure to rain and morning dew. I tried to use this technique with my 1970 and I've experienced an expensive amount of corrosion damage...this is in Southern California! Morning dew almost every day of the year...dew that is probably salty due to the nearby ocean...and then about 30 inches of rain a year.
I've since bought one of those inexpensive car shelters. You know some steel frames and a plastic top. This is great . It keeps the morning dew off of my car and also protects against rain. It's really almost as good as a garage here where I live.
Repros will almost always have a cheap chrome job.
If yours are in good shape ... no dents or scrapes ... then
rechroming is the best route. A local chrome shop will do a much
better job than a production line in China. I've seen Ebay
bumpers (new) going for $250+ a pair. $400 each is WAY too high.
Rechrome price will depend on the amount of work needed on the base metal.
If they are in bad shape, you could always consider painting them say ... black.
This would look OK with red, black, or yellow paint.
